All exporters of used self-propelled vehicles from the United States to Canada are required to file export information on the vehicles with the Automated Export System (AES).
According to the U.S. Census Bureau's requirements, the exporter must file any used self-propelled vehicles in the AES seventy-two (72) hours prior to export, no matter the value or country of ultimate destination, including Canada.
This potentially includes any Canadian (individual or corporation) that would purchase a vehicle in the U.S. and then bring it or have it shipped to Canada. This requirement went into effect in April 2014.
Since October 2014 penalties are assigned to those who do not comply with the requirements.
It should be further noted that all types of imported vehicles which are designed to be driven or drawn on public roads, as well as those designed for off-road use such as off-road motorcycles, all-terrain vehicles (ATV) and snowmobiles, must comply with Canada's Motor Vehicle Safety Act (MVSA). Certain exceptions apply to antique vehicles.
